Block Grant Entitlement Program

Since its inception in 1978, the Town of Colonie Community Development Block Grant (CDBG) program has received $18,063,085. The Town of Colonie is an entitlement community and is allocated a specified amount of CDBG funds each year based on a formula which includes population (must exceed 50,000), extent of poverty, growth lag, housing overcrowding, and age of housing. Community Development Block Grant Entitlement funds may be used for residential rehabilitation, public facilities and improvements, removal of architectural barriers, and public services.

To be eligible, all projects must either:

  • benefit low or moderate-income persons,
  • prevent or eliminate slums or blight,
  • or meet the criteria of an urgent need.

Slums and blighted areas and urgent needs must be so designated by the Town. At least 70 percent of the funds must benefit low-moderate income persons that is those persons whose income is under 80 percent of the Albany Schenectady Troy area median income.
